S&S GB After 31 January 2025: Where Hauliers Stand Now

The S&S GB switch-on is behind us — but the compliance work is ongoing. Here's a practical recap of the rules hauliers and forwarders are living with.

The Regime Is No Longer Optional

HMRC's Safety and Security Great Britain (S&S GB) framework came fully into force on 31 January 2025. From that cut-off, Entry Summary Declarations stopped being a transitional nice-to-have and became a statutory requirement for the majority of goods crossing into Great Britain.

For the UK freight trade, that switch-on reshaped daily operations — introducing fresh processes, fresh data obligations, and, for many hauliers and forwarders, an entirely new customs workflow to build and maintain.

Deadlines by Mode of Transport

When your ENS has to be lodged depends on how the goods are moving:

  • Accompanied road freight: at least 1 hour ahead of arrival at the GB border
  • Short sea voyages (under 4 hours): at the point of loading
  • Longer sea crossings: 2 hours before arrival
  • Air freight: prior to loading at the origin airport

The GB EORI Is the Entry Ticket

No S&S GB filing can be made without an active GB EORI registered to the lodging party. If you haven't yet set one up — or you're working with a new entity that needs its own — HMRC's Government Gateway is the starting point.

Scope and Exemptions

Most goods moving into Great Britain now sit inside the ENS perimeter. A handful of carve-outs exist — notably certain flows from the Crown Dependencies and specific transit scenarios — but the practical rule of thumb is that if you're not certain, filing is the safer default.
